to the licensing system. When an embargo is in force the situation is that a total prohibition on the supply is imposed. If the position is acubtful the prospective supplier usuelly makes inquiries as to the position before taking steps to endeavour to secure an order and accordingly it is unusual

for an application for a licence to be received when the

circumstances are such that the application would be refused.
